Ghana Construction Pricing Guide: Labour, Materials, and Plant Hire (Q2 2026)

This page is a structured reference to Exacto's Q2 2026 Ghana construction pricing data. All figures are sourced from Ghanaian supplier surveys, NPA published pump prices, and NTC published wage rates. Rates are region-attributed and rate-dated — the two pieces of information without which a construction cost figure is not independently verifiable.

Use this as a benchmarking reference. If your current estimate uses figures that diverge significantly from these, that divergence needs an explanation — either a different region, a different supplier, or a different rate date.

1. Labour Rates

The National Tripartite Committee (NTC) published a construction minimum wage of GHS 21.77/day effective January 2026 — a 9% increase from 2025. This is the statutory floor. In practice, skilled trades command multiples of this rate.

2. Plant Hire Rates — Greater Accra (Q2 2026)

All plant hire rates below are dry hire — they exclude fuel, operator wages, and mobilisation costs. A complete plant cost line in your estimate must add all four components. Fuel is computed at NPA GHS 16.10/litre (see Section 3). Mobilisation costs vary by transport class (flatbed or lowbed) and distance from depot.

3. Diesel — The Hidden Multiplier in Every Plant Cost

The National Petroleum Authority (NPA) published a pump price of GHS 16.10/litre for diesel in April 2026. This is not a background detail — it is a primary cost driver for every plant-intensive trade.

What GHS 16.10/litre means in practice:

• Backhoe Loader (55 L/day): GHS 885.50/day in fuel alone — on top of the GHS 4,600/day hire rate, banksman wages (GHS 165/day), and mobilisation
• 20T Excavator (140 L/day): GHS 2,254/day in fuel — on top of the GHS 17,500/day hire rate
• 250HP Bulldozer (160 L/day): GHS 2,576/day in fuel — on top of GHS 17,500/day hire rate

An estimate that uses the hire rate without adding fuel, operator, and mobilisation understates the all-in plant cost by 20–35% for most equipment. Exacto computes the full all-in cost from each component; the hire rate is the starting point, not the ending point.

4. Material Unit Prices — Indicative Accra Market Rates (Q2 2026)

5. Regional Price Differentials

These Accra-region figures are the baseline. Expect the following adjustments for other regions:

• Ashanti (Kumasi): Aggregate ex-quarry at GHS 64/m³ (Antoa Aggregates, 2025 rate). Cement broadly comparable to Accra due to Ghacem's national distribution network.
• Northern Ghana (Tamale): Materials that must be transported from southern regions carry a significant premium. A 500km haul from Accra or Kumasi adds substantial transport cost on top of ex-origin rates. Budget a 25–40% uplift on aggregate and block costs versus Greater Accra benchmarks for Northern Region projects, depending on haul distance and source point.
• Western Region: Laterite is locally available at approximately GHS 160/m³ ex-pit (Takoradi Laterite Pit, 2025 benchmark). Aggregate and cement follow national benchmarks.

6. Haulage Cost Structure

Most construction materials in Ghana are priced ex-origin — the quoted rate is the ex-quarry or ex-yard price. Transport to site is a separate cost that must be built into the estimate explicitly.

Exacto applies distance-banded haulage multipliers:

• 0–5km: 1.0× (base transport rate — short-drop local delivery)
• 6–15km: 1.5× (medium haul — suburban or near-city site)
• 16–50km: 2.0× (long haul — out-of-town or regional project)

Worked example: A project in East Legon is approximately 45km from Shai Hills quarry. For materials priced purely ex-origin — say laterite at GHS 89.47/m³ ex-pit — the 16–50km band applies a 2.0× multiplier to the transport component, making the all-in delivered cost materially higher than the ex-pit rate.

An estimate that records only the ex-origin rate and ignores haulage will understate cost on every bulk material line — aggregate, laterite, blocks, sand — by an amount that grows with project distance from the supply point.
